Notification routing and escalation policy configuration.

This route is wired up and reachable from the nav, but the screen itself isn't built yet — it's next in line per the delivery priority in the spec (P1). Real screens in this prototype pull from the same synthetic dataset that Portfolio, Site, Turbine, Events, Cases and the other live screens use.
